This normally will occur while there are network fluctuations. The combination of memory allocated to the stream - which may be too high, combined with a high amount of ARQ requests are causing the stream to spik over the configured Max bitrate.

Usually the cause for this error is a combination of a couple of factors - network fluctuations, memory allocation and perhaps ARQ requests.

The stream bitrate is running at 25mbps. The max bitrate is figured for 100mbps with a latency of 4 seconds. The broadcaster allocates 100 x 4 = 400mb of memory. Your system only has 320mb of memory available for this allocation. 

Check the network history for fluctuations - the graphs are compressed within the broadcaster so we can't always see the network spikes in granular detail, ZEN Master may provide a more detailed view for the timestamps matching the errors. The broadcaster has been recovering all packets so there has been no noticable loss of quality but there have been a high number of ARQ requests during these fluctuations which are requesting packet transmission. These retransmission requests add overhead to the total bitrate. These combined with the overallocated memory are spiking the total bitrate above the configured maximum bitrate.

Configure max bitrate and latency parameters based on actual stream requirements plus reasonable overhead margin, ensuring total memory allocation (bitrate × latency) remains within available system memory.
