This can happen when there has been an issue with the source or the target and they are currently on different broadcasters. They need to align on the same broadcaster for connectivity.

The best solution to this is to disable and re-enable the channel - This will force the Target to reconnect to a different broadcaster within the cluster to meet up with the source. 

You could also manually configure a specific broadcaster within the target configuration.
