This graph shows the bitrates for each individual PID over time.

The network bitrate can be lower than the sum of elemental stream bitrates because if it's a zixi stream,  the network data is compressed, whereas, the elementary stream bitrate shows the uncompressed values. 

The y-axis measures the bitrate level of the stream in Kb/s.
